Afrimintel cites twenty-two externally-published frameworks across eight domains material to Africa mining investment intelligence. Inclusion is alignment-by-citation, never relationship.

OS count correction — Claim Precision Discipline catch

v0.2 of §11 stated the AfDB ISS 2023 has 11 Operational Safeguards. Corrected at v0.3: the AfDB ISS 2023 has 10 Operational Safeguards (OS1–OS10). The v0.2 verification confused "eleven guidance notes per OS plus master" with the count of Operational Safeguards themselves.

Caught via working-folder consistency cross-check against the Component E v1.2.x audit findings (which carried the correct 10-OS structure throughout). Catch-and-correction audit log filed as AL-2026-05-22-METHODOLOGY-SECTION-11-OS-COUNT-CORRECTION; V5 supersession noted via companion addendum on the verification queue closure audit log.

DISCIPLINE LEARNING — Number-of-X verification requires enumeration of X1 through X[n] from the primary source, not oblique reference to a related-but-distinct count.

§11.1

Purpose

§11 consolidates Afrimintel's alignment with externally-published frameworks across the domains material to Africa mining investment intelligence: mineral-resource disclosure standards, mining-sector safeguards frameworks, nature-related frameworks, externality and climate-resilience frameworks, sustainability-reporting frameworks, country-risk and governance frameworks, energy-transition and demand-scenario frameworks, and conflict-event-density frameworks.

§11 is alignment, not endorsement.

Inclusion of a framework means Afrimintel cites it, surfaces its public outputs where they are inputs, and documents how the methodology maps to its structure or vocabulary — nothing more.

§11 does not mean that the framework's publisher has endorsed Afrimintel; that Afrimintel produces framework-certified disclosures (it does not); or that a commercial relationship, formal engagement, or partnership exists with the publisher.

Per Independence Policy §08 and Counterparty Extension protocol, every framework reference in §11 is a public-source citation, not a relationship claim.

§11.2

Framework alignment tables

Frameworks are grouped by domain. Within each domain, entries are listed in publisher-alphabetical order. Each entry carries: framework name, publisher, version/edition cited, alignment description (how Afrimintel uses or references the framework), and the Afrimintel surface where the alignment is most visible.

Out-of-table notation

The following framework categories are explicitly out of scope for §11 at v1.2.x and are noted here for clarity:

  • TCFD (Taskforce on Climate-related Financial Disclosures) — superseded by IFRS S2 for investor-grade climate disclosure. TCFD recommendations remain referenced inline where historical disclosures cite them, but TCFD itself is not added to §11.2 as a forward-state alignment framework. IFRS S2 is the canonical investor-grade climate-disclosure reference at v1.2.x.
  • ICRG / PRS Group country-risk — recorded in the Methodological Extensions Scoping ALIGNMENT-ONLY section as a Sprint 3 candidate. Not surfaced at v1.2.x; reconsidered at Sprint 3 alongside the multi-source country-risk composite (Tier 3 item 17M) reconsideration cycle.
  • Tool catalogue providers — frameworks like ENCORE, IBAT, WWF Water Risk Filter, Aqueduct, ND-GAIN are referenced inline in §10.5 §E1 (TNFD Tools Catalogue surface) as tool providers, not as alignment frameworks. They appear in §10.5 §E1 directly, not in §11.2.
  • Geological survey data providers — frameworks like BGS, CGMW, USGS MRDS are referenced inline in §08 (Independence Policy primary data sources), not as alignment frameworks. They appear in §08 directly.
§11.4

Quality Standard treatment

Each framework cited in §11.2 is referenced with publisher name (Sourced — the publisher is a public-source institution), published version/edition with date where applicable (Sourced — verified to publisher URL on 22 May 2026 per §11.7 verification queue closure, with the OS count attribute on AfDB ISS row re-verified at v0.3 per the Claim Precision Discipline catch), and a published source URL on the corresponding methodology surface.

The framework names and publishers are Sourced per public availability of the framework documents. Afrimintel's alignment description per entry is Derived — an Afrimintel editorial classification of how the methodology aligns with each framework, written against the framework's own published structure.

Where a framework version is republished annually (Fraser IAI, EITI Standard editions, TI CPI, IEA Critical Minerals Outlook), the §11.2 entry carries a re-check obligation on each new release consistent with the Fraser-discipline pattern.

§11.5

Counterparty Extension protocol

Every framework named in §11.2 appears as a public-source institutional reference per its publisher's published terms. Twenty-two distinct publishers are cited: Canadian Securities Administrators, JORC committee, SEC, SAMREC, PERC, IFC, World Bank, AfDB, ICMM, IRMA, TNFD, IISD, IFRS Foundation, GRI, SASB-now-ISSB, Fraser Institute, Transparency International, NRGI, EITI, IEA, and ACLED.

No commercial relationship, formal engagement, certification, or endorsement is claimed or implied. No framework publisher has reviewed, endorsed, or formally engaged with Afrimintel outputs. Inclusion in §11.2 is alignment-by-citation only.

If at any future point Afrimintel enters a formal relationship with any of the named publishers (e.g. licensed data access, certification track, formal partnership), that relationship will be disclosed in the Audit Log at the time of execution and §11 will be amended to reflect the change.

§11.6

Maintenance cycle

§11.2 is reviewed under five triggers:

  • Annually — alongside the §09 review cycle, to refresh framework versions, capture new editions, and re-verify alignment statements.
  • At each Sprint planning cycle — to consider new framework additions and to reconfirm Out-of-table notation. Sprint 3 reconsideration window: ICRG/PRS Group country-risk.
  • On framework publisher action — if a framework is superseded, retired, or substantially revised, the §11.2 entry is updated within the Correction Velocity SLA (7 business days material; 30 non-material).
  • On inherited-reference consolidation — when a methodology cycle consolidates inherited framework references from earlier sections (§08, §10 DRAFT, Component E v1.2), inherited references receive primary-source re-verification per the §11.7 verification queue pattern. Discipline-learning from the v0.1 → v0.2 verification cycle, where the AfDB ISS 2013 inherited reference was found a year stale.
  • On numeric-attribute verification — when a framework's numeric attribute (count, version number, threshold, weight) is cited, the primary source must enumerate the attribute (e.g. name each of OS1 through OS10), not reference it obliquely. Counting closely-related-but-distinct items is a category error. Discipline-learning from the v0.2 → v0.3 OS count correction.
§11.7
