Per-asset environmental & social safeguards screen for the COI-clean DFI financeability pipeline, structured to the IFC Performance Standards spine that AfDB, Afreximbank, AFC, DFC and IFC all map their own safeguards to. A safeguards failure is a hard gate — a DFI screens it before economics — so this answers, per asset: is an ESIA disclosed, to which international standard, is the host permit in place, and which Performance Standards (resettlement, biodiversity) are live.
This is a screening aid that points a DFI's own diligence — it does not replace the Independent Engineer, the lender's E&S review, the legal/permitting DD or the integrity screen.
Two orthogonal reads. Disclosure status (safeguards-disclosed vs partial) is record-completeness — an approved ESIA plus a principal host approval, with pending secondary gates named per-cell; it is not a financeability rating. E&S benchmark is the DFI-relevant axis: whether the E&S work was explicitly benchmarked to IFC-PS/Equator/lender standards, or rests on a national regime only. National approval does not equal IFC-PS compliance — a national-regime asset needs a gap analysis to IFC PS regardless of host-country sign-off.
The bold screen line on each card is an Afrimintel synthesis (Derived) of the sourced cells beneath it, not a separate datum. N/A = the dimension does not apply (e.g. DFI E&S diligence where no DFI is in the capital structure) — distinct from Absent (data we have not sourced).
Rows carrying a free-text per-asset E&S state that predates prefix standardisation. Every cell keeps its three-state marker and per-row sourcing; per-row screen-class normalisation is queued for an editorial pass (see the feed's counts note).
