Mineral traceability — which schemes a jurisdiction takes part in

Across the 40 African jurisdictions Afrimintel maps, 11 are ICGLR member states and 4 of those have an active Regional Certification Mechanism (Burundi, DRC, Rwanda, Uganda); the same 4 operate iTSCi. 18 are Kimberley Process participants. 15 have a named national body or programme administering or extending one of these regimes, and Africa holds 1 LBMA Good Delivery gold refinery. For 16 jurisdictions no scheme in these classes was documented — a checked absence of infrastructure, not a deficiency finding, and no reason for it is asserted. Which African jurisdictions participate in the ICGLR Regional Certification Mechanism, iTSCi, the Kimberley Process, an LBMA Good Delivery refinery or a national tagging scheme. Read live from /api/v1/traceability-schemes.json. This records the existence and scope of chain-of-custody infrastructure, verified against each scheme's own registry. It is not an assessment of how well any scheme works.

What this never says.

A row states that a scheme covers a jurisdiction, on the date checked, per the scheme's own published list. It does not say minerals from that jurisdiction are clean, that a scheme is effective, or that a jurisdiction without one is deficient. Where no scheme is documented, the row records a checked absence and asserts no reason for it: a state gold marketing or purchasing body is a trade channel rather than mine-to-export traceability and is excluded by definition, not counted as a scheme. ICGLR members outside the four states with an active certification mechanism are recorded as member-not-operational: membership is confirmed, active certificate issuance is not. State gold purchasing bodies are trade channels, not mine-to-export traceability, and are deliberately not recorded as schemes.

Afrimintel's Editor-in-Chief holds two positions in the Great Lakes region: Honorary Consul of Rwanda in Mauritius, and Chairman of MUA Insurance Rwanda. Neither role involves mining, mineral assets, or any company appearing in this layer, and neither carries any interest in the outcome of any record in it. They are disclosed here because this layer carries records on jurisdictions to which those positions relate, which makes them material to a reader assessing those records. Coverage and treatment of these jurisdictions are on the same terms as every other jurisdiction; the positions constrain who Afrimintel transacts with, not what it publishes.
