The “who holds the ground” layer: which jurisdictions publish a public mineral-title register (cadastre), under what terms, and whether the data can actually be downloaded. Read live from /api/v1/tenure-registers.json. This is a source-availability and governance map, not an ingestion of every permit.
Three registers are shown but were never fetched — Kenya (anti-scraping clause), Côte d'Ivoire SODEMI (sold commercially) and South Africa SAMRAD (non-commercial-use clause). Most African cadastres run on the same Landfolio map-portal stack with no open-data licence; the notable exception is Nigeria's downloadable Valid Mineral Titles spreadsheet. No count is asserted where the register did not state one — trade-press totals were deliberately not adopted.
